President
Board of Directors -- Policy statements and priorities of APEA; financial decisions.
Chapter Chairpersons/Local Presidents -- Contract proposals; ideas for changes to contract language, etc.; local policy decision making; Chapter activities.
Regional Grievance Committees -- Complaints on grievance processing.
Business Manager -- APEA policy, senate and house legislation, and general information concerning the operation of the Association. Legal matters such as court cases, decisions, statutes, etc., Legal Trust Fund and EPIC. Contracts, negotiations, salary analysis, general questions.
Finance Officer -- Accounting procedures, budget, per diem and other payments.
Field Office Managers -- All matters pertaining to field services.
Field Representatives -- General contract interpretation; grievance initiation and processing; requests for Performance Incentive Committee or Overtime hearings; Article 19 requests; referrals to Business Manager as required.
Local Field Office -- Membership sign up on hire; leave donations; Supervisory Sick Leave Bank and leave donations; membership benefits; appointments with Field Representatives; Chapter meeting information; referrals to Employee Reps; address changes.
Legal Trust Accountant -- All questions pertaining to the Legal Trust Fund.

State Payroll Supervisor -- (465-2235/Juneau) Pay problems.
Space Management and Leasing Officer -- (465-2177/Juneau) Habitability of State owned or operated buildings; referrals to persons or agencies responsible for maintenance problems such as loss of heat, etc.

OSHA -- Through the Department of Labor. Workers employed by the State or local governments in Alaska are covered only by the State program. Questions and problems should be directed to the OSHA offices in Ketchikan, Juneau, Anchorage, Kodiak and Fairbanks.
Ombudsman -- The Alaska Ombudsman maintains offices in Anchorage, Fairbanks and Juneau to help people across the state with questions and complaints about state agencies. The Ombudsman may investigate complaints of unfair treatment and unreasonable actions by government officials.
Wage/Hour -- Department of Labor. Wage disputes for members without bargaining agreements.
Legislative Budget & Audit -- Two major types of audits conducted by this Division - financial/compliance audits and special audits. The financial/compliance audits determine whether financial operations are properly conducted, whether the financial reports of an agency are fairly presented, and whether the entity has complied with applicable laws, regulations, administrative policies, and legislative intent. Special audits are conducted at the request of the Legislative Budget and Audit Committee. Any legislator amy request, through the Committee, a special audit. A special audit can cover any topic of state government.
Booklets explaining the retirement, health insurance, membership and other benefits available to bargaining members will be provided to all Employee Representatives with their training folders. Members may obtain benefits booklets (PERS, SBS, Aetna or Blue Cross) from their Human Resource Managers or Personnel Officers, and may examine the copies held in the local Field Office. Legal Trust Fund booklets are available from the Field Offices.
